Elmira Postal Service Reduction: Five years ago, the Elmira Post Office had the canceling operations taken out of the facility. And now, this attempt to consolidate Elmira with Rochester is not going to improve the "service". The Elmira facility currently covers an area of 3200 square miles, which includes a total of 79 offices other than Elmira, so it will have a direct effect on all those local communities. This issue alone will result in a larger decline in customer service not ony to the public but to all area businesses as well. Our local customers and communities should be provided with the best possible service and the United States Postal Service is taking that service away. In the Elmira area, the Postal Service is planning to close the Southside and Westside Stations, which would have an especially detrimental effect on senior citizens, the physically challenged, and residents who rely on public transportation. Services are being cut at the customers expense, so the Post Office can say, "they can save money." Our Local is currently contacting all local town, village and city offices to insure that they are up to date with the current plans of the United States Postal Service, and how this will effect their communities as well. With 55 jobs to be effected, the Local has not been notified as to where those employees will be excessed out of the Elmira area. -John Dahl - President and Vicky Shaban - VP, APWU Local 2255.

Message from Jesse Lenney on the Passing of Reverend Roy Hedman: "Reverend Roy Hedman passed away earlier this week. Roy has stood by our union and the workers at the Rochester Plaza from the very beginning of this fight. His support for all those involved has been steadfast. There has been no one better or more committed to Justice in our community. His work has touched so many people and he will be dearly missed. Please join me in mourning such a loss to our community and our union. Services are planned for this Monday and details are as follows:
Reverend Roy Hedman's wake will be held on Monday the 26th of October. It will be at the Antioch Baptist Church starting around 6pm. The doors will be open. Antioch Baptist Church, 144 Baden St, Rochester"

Labor on the Move - Trumka Announce Staff Picks: As reported by Union City: "AFL-CIO President Richard Trumka (l) made his first public announcement of new top staff appointments yesterday. “My new appointees reflect the commitments I have made to strengthen and broaden the AFL-CIO at this pivotal time for working women and men,” said Trumka. “We will deepen our policy work, emphasize diversity, ramp up our grassroots action, reach out beyond our base, coordinate our work in ways that are both strategic and efficient and hold ourselves to budget standards that are rigorous and transparent.  The bottom line for all our work is improving the lives of working families.” Jonathan Hiatt will serve as Chief of Staff and Executive Assistant to President Trumka; Paul Lemmon: Assistant to the President and National Program Operations Manager; Thea Lee: Deputy Chief of Staff; Rich Barchiesi: Special Assistant to the President. EPI Reports:
Deficit-financed public investments: Generational theft or shared opportunity?
Deficit spending, when directed toward positive investment, can generate important returns for future generations – a key concept explored in the report,
Generational Theft, Thrift, or Investment, released today by the Economic Policy Institute. In the report, EPI researcher Alexander Hertel-Fernandez offers examples of positive deficit-financed public investments that also enrich future generations. For instance, public spending on infrastructure; including highways, airports, and rail lines; and human capital; including high quality education and maintaining healthy populations. Moreover, Hertel-Fernandez shows there is a lack of research evidence to support claims that social insurance programs, such as Medicare and Social Security, pit the young against the elderly. "Deficit spending, when directed towards positive investments, can generate important returns for future generations, particularly during a recession. Truly equitable generational policy ought to share risks broadly across all generations," said Hertel-Fernandez.

Senate health insurance tax would affect one-third of plans The 40% excise tax proposed by the Senate Finance Committee as a way to pay for health reform has a good chance of making it into the final Senate health reform legislation. But Elise Gould, EPI’s Director of Health Policy Research, warns that this proposal is not what it seems. "Far from a tax on a small number of very-high-quality, high-cost health plans, this proposed tax could actually affect one-third of all health plans in the near future," said Gould. "Health plans are expensive for many reasons other than the comprehensiveness of the coverage they provide. For instance, small businesses pay high premiums because they have high administrative costs and include too few employees to pool the risk that would lower their premiums."

401(k) tax breaks net grossly unequal results: To encourage working people to build their retirement nest egg by participating in 401(k)-style plans, the government provides generous tax breaks. The problem is: Because the size of each tax break is tied to the individual’s tax rate and, thus, to the size of his/her income, the highest earners are walking away with the lion’s share of this benefit. In this week’s Economic Policy Institute Snapshot, retirement policy expert Monique Morrissey maps the money trail created by these upside-down tax breaks.

Senate Republican stand on unemployment insurance makes no sense: By Ross Eisenbrey, vice president Economic Policy Institute. Senate Republicans are reportedly planning to block legislation (as per the New York Times) that would extend unemployment insurance benefits for the 1.5 million people who have been out of work so long they will have exhausted their eligibility -- unless the extension is paid for with funds already devoted to saving or creating jobs. This is a bewildering position to take. Paying for additional unemployment compensation with funds intended to prevent more people from losing their jobs or to spur job creation, is a truly extraordinary example of robbing Peter to pay Paul. Helping the unemployed today while adding more to their ranks tomorrow is a choice no public servant should ever make.

Tax credit would cost-effectively generate millions of new jobs: Today, the Economic Policy Institute announces its proposal for a tax credit for new job creation over the next two years. The proposal will complement other policy initiatives already enacted and proposed. Labor market experts Timothy J. Bartik at the W.E. Upjohn Institute for Employment Research and John H. Bishop at Cornell University, outline the details of the policy initiative in two papers: The job creation tax credit and Complementing recovery policies with a jobs creation tax credit. In two companion pieces, EPI presents a five-part approach to large-scale job creation, and also examines the underlying causes and solutions of the current unemployment crisis.

The J.P. Stevens textile company is forced to sign its first union contract after a 17-year struggle in North Carolina and other southern states - 1980

October 20
Eugene V. Debs, U.S. labor leader and socialist, dies in Elmhurst, Ill. Among his radical ideas: an eight-hour workday, pensions, workman's compensation, sick leave and social security. He ran for president from a jail cell in 1920 and got a million votes - 1926

Presidential candidate Ronald Reagan writes to PATCO President Robert Poli with this promise: if the union endorses Reagan "I will take whatever steps are necessary to provide our air traffic controllers with the most modern equipment available and to adjust staff levels and work days so that they are commensurate with achieving a maximum degree of public safety." He got the endorsement. Nine months after the election, he fires the air traffic controllers for engaging in an illegal walkout over staffing levels and working conditions - 1980

Death of Merle Travis, songwriter and performer who wrote "Sixteen Tons" & "Dark as a Dungeon" - 1983

October 22
Bank robber Charles Arthur "Pretty Boy" Floyd is killed by FBI agents near East Liverpool, Ohio. He was a hero to the people of Oklahoma who saw him as a "Sagebrush Robin Hood," stealing from banks and sharing some of the proceeds with the poor - 1934

October 23
Explosion and fire at Phillips Petroleum refinery in Pasadena, Texas, kills 23 and injures 314 - 1989

John Sweeney, president of the Service Employees Intl. Union, elected president of AFL-CIO - 1995

Postal workers Joseph Cursseen and Thomas Morris die after inhaling anthrax at the Brentwood mail sorting center in Washington, D.C. Other postal workers are made ill. Letters containing the deadly spores had been addressed to U.S. Senate offices and media outlets - 2001

October 24
Strike of Teamsters, Scalesmen and Packers in New Orleans. City trade is paralyzed; within a week the walkout becomes a general strike, involving more than 20,000 whites and blacks together, in support of demands for union recognition and a 10-hour work day - 1892

The first U.S. federal minimum wage – 25 cents an hour – takes effect, thanks to enactment of the Depression-era Fair Labor Standards Act. The law required an increase to 30 cents an hour one year from this date, and to 40 cents an hour on this date in 1945.  The FLSA also established the 40-hour work week and forbade child labor in factories - 1938

AFL-CIO readmits Teamsters union to the labor federation, ending a 30-year expulsion for corruption. In 2005 the Teamsters again parted company with the AFL-CIO – along with a half-dozen other unions – over differences of approach on organizing and politics - 1987.

October 25
25,000 silk dye workers strike in Paterson, NJ - 1934

In what becomes known as the Great Hawaiian Dock Strike, a six-month struggle to win wage parity with mainland dock workers ends in victory - 1949
