Dear [ Decision Maker ] , I urge you to support the Mikulski-Sarbanes Amendment to the FY07 Defense Appropriations Bill to prevent the Department of the Army from carrying out what may be the worst OMB Circular A-76 privatization review ever conducted. This botched and biased privatization review would unfairly deprive 350 civilian employees at the Walter Reed Army Medical Center (WRAMC) of their jobs and waste taxpayer dollars. This A-76 privatization review is so old that it started in the Clinton Administration. That makes it illegal because Defense Appropriations Bills limit the length of A-76 privatization reviews to no more than 30 months because the costs can be so significant. Indeed, WRAMC management has already reported that the costs already incurred of carrying out the privatization review are in excess of the contractor's promised savings -- and that doesn't take into account the already significant projected costs. This A-76 privatization review is so botched that the Army asked the Department of Defense for permission to shut it down?but was mysteriously refused permission. This A-76 privatization review is so unfair that the Deputy Garrison Commander asked the affected employees' union to pay for him to appeal the award decision to the Government Accountability Office, which dismissed his appeal for lack of standing. Now, it's up to the Congress to prevent this injustice from being perpetrated. Thank you for your consideration of my letter. Please tell me how you will vote on the Mikulski-Sarbanes Amendment.
