It's your job that your
representative in the House can protect by co-sponsoring the
CLEAN UP Act, a bill that will clean up the contracting out mess
that the Bush Administration left behind. Last week, I wrote to
you that AFGE’s fight to clean up the waste, fraud and
abuse in federal contracting moved one big step closer to
becoming reality when the CLEAN UP Act (S. 924), was
introduced in the Senate by Senator Barbara Mikulski
(D-MD). Now, the House version of the CLEAN UP Act,
sponsored by Representative John Sarbanes (D, MD-3), is set
to be introduced next week if enough lawmakers co-sponsor the
bill. Just like the hundreds of AFGE members who
contacted their senators, we now need you to contact your
representative and ask them to co-sponsor this monumental
piece of legislation.

Subject: Co-sponsor the Clean Up Act
Dear [decision maker name automatically inserted here],
I am writing to urge you to become an original cosponsor of The Clean Up Act by contacting the office of Representative John Sarbanes (D-MD), the lawmaker who will be introducing this important legislation. The Clean Up Act would make the outsourcing and insourcing processes more fair to federal employees and more accountable to taxpayers. The recently passed FY09 Omnibus Appropriations Bill requires agencies to develop insourcing plans to bring in-house new work and contracted out work and suspend the use of the OMB Circular A-76 process. The Clean Up Act would build on these and other precedents and:
1) ensure that work that should be performed by federal employees is incrementally brought back in-house;
2) encourage agencies to assign new work to federal employees rather than through yet another sole-source or limited competition contract
3) require agencies to determine where there are or will be shortages of federal employees and develop plans to address these shortages; and
4) direct the Obama Administration to make drastic, long-overdue reforms to the OMB Circular A-76 process; and suspend the use of that process until all of the reforms discussed above have been substantially implemented across the federal government.
It's time to put an end to the waste, fraud and abuse in the contracting out process. I would appreciate a response to my request. Thank you.
