Dear AFGE Activist,
On June 16, 2009, thanks to the
leadership of Representatives Ike Skelton (D-MO), Jim Langevin
(D-RI), and Carol Shea-Porter (D-NH), and members of the House
Armed Services Committee, the reality of reforming the unfair
and costly A-76 (contracting out) process and getting rid of
NSPS is one step closer to happening. While these
are huge victories for AFGE members, these amendments
must be approved by the entire House of Representatives and then
the United States Senate. These lawmakers who supported
these reforms deserved to be thanked for their tireless work on
behalf of government employees.

Yesterday, when the House Armed
Services Committee approved the National Defense Authorization
Act for Fiscal Year 2010 (H.R. 2647) it included an
amendment offered by Rep. Langevin that would place a
three-year moratorium on A-76 studies, and it would also halt
any pending studies at the Department of Defense (DoD)
until an extensive administration review of the
process has been conducted. Further, it would limit all
future A-76 studies to 18 months, putting an end to the long,
drawn-out studies that have occurred at many DoD facilities
across the country.

Second, Rep. Shea-Porter
introduced an amendment to H.R. 2647 that would prohibit DoD
from placing new hires under NSPS, and prohibit any jobs from
being reclassified into the NSPS system. The amendment would
also convert all DoD employees back to the GS system within one
year of the enactment of H.R. 2647, unless significant changes
are made to NSPS. Last, the Shea-Porter amendment would restore
full nationwide pay adjustment to 100%. Currently the nationwide
adjustment is only 60% for employees in NSPS vs. 100% for
employees under the General Schedule (GS).

While these are major victories for DoD government employees,
the fight will now move to the Senate. In coming weeks, we will
ask you to reach out to your senators and ask them to support
these reforms. Thank you for all that you have done in this
fight. With your continued support, we'll get rid of NSPS and
put an end to the waste, fraud and abuse in government
contracting.
