Tomorrow, the House Oversight and Government Reform Committee
will consider The Transportation Security Workforce Enhancement
Act,H.R. 1881, legislation that would grant Transportation
Security Officers (TSOs) collective bargaining rights and worker
protections. And we need you to contact the lawmakers on the
Committee and let them know it is imperative for them to vote in
favor of this bill.

TSOs have been denied collective bargaining rights since the
inception of TSA in 2001. This will be fixed when we pass H.R.
1881. But in order to pass this bill, we need to make sure the
bill passes through the Oversight and Reform Committee tomorrow.
H.R. 1881 would grant TSOs the right to bargain collectively for
better workplace rules. And it would do away with TSA's highly
subjective pay system, the Performance Accountability and
Standards System (PASS), and would move TSOs under the General
Schedule system, which covers most federal employees.

I am a Transportation Security Officer (TSO) and I am asking you to vote in favor of H.R. 1881, the Transportation Security Workforce Enhancement Act during tomorrow's mark-up of the bill in the Oversight and Government Reform Committee. It is time for TSOs to have full workplace rights, including the right to bargain collectively. This is the most effective path to building the professional workforce that our country demands and deserves. H.R. 1881 ensures fair treatment for TSOs by granting them the same rights and protections as other federal workers, so that the 38,000 member TSO workforce is better able to perform the important job of protecting the flying public. TSOs have worked diligently and effectively to protect travelers and our country since the creation of the Transportation Security Administration (TSA) over seven years ago. TSOs have done so despite the absence of labor laws to ensure that they are treated fairly, properly compensated, and protected when TSOs point out potential security breaches. The time for change is long overdue. TSOs are not seeking the right to strike, as no federal worker has the right to strike, or to negatively impact security. Instead TSOs seek a systematic and fair manner to deal with real day-to-day issues in the workplace that, when appropriately resolved, result in a strong loyal workforce.
I strongly urge you to vote in favor of H.R. 1881 during tomorrow's vote on the bill.
