I am writing to ask you to oppose HB 6388 which makes changes to municipal binding arbitration would limit mandatory subjects of collective bargaining to wages, benefits and health & safety and limit property tax increases to CPI for the preceding year.

This bill would do nothing to solve the economic crisis that Connecitcut's cities and towns are facing. The best way to help our cities and towns is to work together to fund meaningful ways to repair our aging infrastructure in schools, and invest in education, public safety and healthcare. Putting forward a revenue system that creates stability and ends reliance on local property taxes is the kind of structural change we need to help municipalities weather the economic storm.
