The short explanation of this alert was:
The Department of Defense (DoD) has published a new personnel system that punishes their own employees, including thousands of IBEW Brothers and Sisters. Once enacted, collective bargaining language that contradicts the regulation is set aside and other language can be wiped out by a simple “issuance” by DoD. The National Security Personnel System (NSPS) is nothing but a guise by the Bush administration to attack working families. Federal employees should not be treated as enemy combatants. Make no mistake, the ultimate goal in the administration’s war on working families is to strip all workers, both in the public and private sector, of their rights to unite and have a voice in the workplace. Please send a message to Congress telling them to pull the plug on the NSPS until basic employee rights are restored.
