Public Act 112, of 1994 put severe restrictions on those rights. One of those restrictions made the question of outsourcing of any “non-instructional” services non-negotiable. This has lead to the privatization of many public school employee jobs such as: bus drivers; food service workers; secretaries; custodians; and others. House Bill 4533 place these jobs back on the table for collective bargaining. House Bill 4533 has passed the House and now is before the Senate Education Committee.
