Prior to 1994, Michigan’s Public Relations Act (PERA) afforded public employees the right to collective bargaining over matters of wages, hours, terms and conditions of employment.  Public Act 112, of 1994 put severe restrictions on those rights.  One of those restrictions made the question of outsourcing of any “non-instructional” services non-negotiable. 

This has lead to the privatization of many public school employee jobs such as: bus drivers; food service workers; secretaries; custodians; and others.  House Bill 4533 place these jobs back on the table for collective bargaining.  House Bill 4533 has passed the House and now is before the Senate Education Committee.
