The short explanation of this alert was:

It’s been more than a year since 80 percent of the workers at Ohio Valley Aluminum (OVACO) voted to form a union with the United Steelworkers (USW).

The election was government supervised, but the workers still don’t have a first contract with the company, long after they voted in support of a union.
