The short explanation of this alert was:

The Kansas minimum wage is the lowest in the nation-- $2.65 an hour. A Kansan who works 40 hours a week at this level makes the unbelievably low salary of about $5,000 a year.

Legislation thas been introduced that would increase the Kansas minimum wage to $5.15 per hour.

The federal minimum wage has not been increased since 1997.  At $5.15 an hour the real value of the minimum wage is 30 percent lower than it was in 1968.
