This would result in higher premiums for some workers, as insurers increase premiums by the amount of the tax, while the majority of workers affected would have to pay higher out-of-pocket costs. The goal of health care reform is to guarantee quality, affordable health care for working families. A tax on benefits, however, would raise health care costs for workers, particularly the middle class.
