The U.S. House of Representative on Sept. 17 passed the Student Aid and Fiscal Responsibility Act. The Early Learning Challenge Fund, a competitive grant program included in the legislation, incentivizes states to establish systems for improving the quality of early learning settings for children ages birth to five and increase disadvantaged children’s access to high-quality early learning programs. It calls for an investment of $1 billion a year for eight years. Stay tuned for more information as the Senate will be considering this legislation in the coming weeks.
