HPAE Local 5089 RNs UMDNJ Labor-Management Update

Our Labor-Management Committee met with management on Thursday, October 22 to discuss issues that impact our members.

Representing HPAE: Cynthia McDougall, Co-President; Banita Herndon, Co-President; Elmer Daniels, Secretary; Albert Abdemur, Health & Safety Co-chair; Helen Soremekun, Staffing Advisory Co-chair; Norman DeGeneste, HPAE Staff; and Valerie Zito, HPAE Staff.

Representing UMDNJ: Judy Colorado, Theresa Rejrat, Jacinta Ogbonna, and Rosalina Manondgo

The agenda was as follows:

  1. Inappropriate use of showers by visitors in OB
  2. Under age fathers spending the night in OB
  3. Decreased census on L&D
  4. Coverage for nurses attending meetings and taking breaks
  5. Uniform Allowance and re-certification pay
  6. Denial of overtime pay (E?Blue and SICU)
  7. SDS and PAR broken stretchers
  8. Flies and Mice
  9. FICN nurses floated to GPICU

1. Issue: Inappropriate use of showers by visitors OB. Resolution: No visitor should be using bathrooms designated for patients. HPAE suggested  Signs will be posted on the unit to this effect.

2. Issue: Fathers who are under age 18 spending night on unit. Resolution: Fathers will be assessed on a case by case basis and young fathers may visit but in general should not spend the night.

3. Issue: Decreased census on L&D. Resolution: Phone outreach to prospective mothers to encourage delivery at UMD. HPAE recommends utilization of nursing students to do follow up house visits as part of their community service rotation. Management will explore this recommendation.

 4. Issue: Coverage for nurses attending meetings and taking breaks. Resolution: Management will continue to address this issue. However, HPAE has learned that staff that “volunteer” for Practice Committee are excused for the entire day to attend this meeting. HPAE stance: all nurses should have their meetings and breaks covered as well.

5. Issue: Uniform Allowance and re-certification pay. Resolution: Judy, C will check with HR whether staff will receive recertification and uniform allowance monies for 2009. HPAE has also filed a class action grievance on these issues.

6. Issue: Denial of overtime pay to staff members of E – Blue and SICU. Resolution: To date this matter is resolved and parties entitled have received payment. Future denial of overtime should be addressed to the HPAE Local 5089 Executive Board (LEB).

7. Isssue: SDS and PAR broken stretchers. Resolution: All transport stretchers that are broken are to be labeled as such and removed by equipment management. Judy C. will do walking rounds to assess that this process is working. There will also be a set # of stretchers specific to this area and this # will be maintained at all times. Issues related to the OR equipment and scheduling will be addressed in a separate OR specific meeting. Judy, C will follow up with Maggie concerning Call and Main OR scheduling. All OR nurses are expected to be relieved at the end of their shift and to receive break relief in a timely manner.

8. Issue: Flies and Mice. Believe it or not! UMDNJ has a Fly/Mice Committee. Resolution: The exterminators are working diligently to eradicate this infestation, but will need staff’s assistance as well. Nursing assistants are asked to remove all trays left over in pt rooms and place them into an assigned Dietary Cart located at the freight elevator area. If there is no Dietary cart in the freight area, Assistants are to notify the unit's manager. Management wants to avoid having trays left in the pantry on units (this attracts insects). All microwave units and refrigerators in nurses lounge, are to be cleaned on a regular basis. If any unit is unable to maintain these items, management will remove these items from the lounges to prevent further infestation.

9. Issue: FICN nurses floated to GPICU due to low census and were assigned nurse manager duties. Resolution: Judy C. states going forward nurses who are floated would do bargaining unit work within their scope of practice and not management work.
