There
are two additional resources that bargaining unit members can
use to get to know the candidates better. The first is through
written Questions and Answers sponsored by the Communications
Committee. The
second is a Candidates Forum sponsored by the IAT team in
HQ.
Questions and Answers
The
Communications Committee is offering candidates an opportunity
to provide more information about themselves to voters by
soliciting their responses to a series of questions. The
deadline for candidates to submit their responses is Sunday,
December 2nd at 3:00
p.m. ET. We will post the responses received at
www.gaoanalysts.org and
distribute to the bargaining unit on Monday, December 3rd.
The
Communications Committee, utilizing questions submitted by
members of the bargaining unit, reached consensus on 6 questions
to be asked of each of the candidates running for a seat on the
Interim Council.
The candidates are not required to answer the questions,
but it is the Communications Committee hope that candidates will
choose to answer the questions to provide additional information
on themselves and their rationale for running for the Interim
Council to the members of the bargaining unit. Furthermore, the
Communications Committee believes this will provide for a more
informative election process. The 6 questions are:
1. What kinds of special
skills can you provide to the interim council as it drafts a
constitution and by-laws, formulates a bargaining unit position
regarding terms and conditions of employment, and represents
bargaining unit members in negotiations with management?
2. What group of analysts
do you hope to represent, and what do you see as the most
significant concerns of this group? How do these concerns pertain to analysts
outside this group (e.g., the other teams, FOs, diversity seats,
CAs, Band Is, PDPs)?
3. What type of
relationship do you think the interim council should have with
management?
4. What are your views, if
any, on the final structure of the governing council?
5. What steps would you
take to encourage employee involvement in and input into union
activities?
6. Are there any other
mechanisms for members of the bargaining unit to obtain
information about you and your reasons for wanting to serve on
the Interim Council (e.g., website, personal email, etc.)?
Candidates Forum
IAT will
hold a forum for candidates for (1) the IAT seat and (2) the
diversity seats on Monday, Dec. 3rd at 12:00 p.m. ET in
5N30. Candidates for each seat will have a chance to speak
very briefly and answer questions. Bargaining unit members
from other teams are welcome to attend. Due to the limited
number of dial-in lines, bargaining unit members who are
interested in listening in are encouraged to dial-in using their
conference or team rooms instead of individual offices and
cubicles. The

Update
The
Legislative Committee Presents:
A Discussion on
Proposed HCIII Legislation, COLAs, and Independence on Tuesday,
December 11th @ 12:00 noon ET
Please
join Matt Biggs, Legislative Director of IFPTE, Jacqueline Harpp
(EWIS), Ron La Due Lake (ARM), Dan Meyer (EWIS-Chicago FO), and
Henry Sutanto (IT) to discuss the recently proposed GAO
legislation on several personnel issues. Specifically, the
appointment requirements for selecting a GAO IG, Cost of living
adjustments, referred to as COLAs, the independence of a GAO IG,
Personnel Appeals Board and the Office of Opportunity and
Inclusiveness (OOI).
The
actual presentation, where the majority of presenters will
speak, is in room 2950A.

Legislative Committee Reminder
Just to
remind you...as a result of the May 22nd hearing, Chairman Danny
Davis asked the EAC to survey ALL GAO employees (except the SES)
for their views about the impact of personnel legislation on GAO
operations. Many
employees expressed to the Chairman that they had limited
involvement in the development of these changes and that GAO's
actions adversely affected the team work environment and
resulted in reduced or lost annual pay adjustments (COLAs) for a
significant number of employees. To gain further insights on
these concerns, Chairman Davis requested that the Employee
Advisory Council (EAC) survey employees and report directly to
him on the results. EAC representatives worked with Chairman
Davis' staff to develop the survey. The Comptroller General (CG) was not
involved. Also, the
CG will not be involved in the analysis of the survey
results.
On
November 15,
2007, the EAC e-mailed the Congressional Survey to
ALL GAO employees and requested that we return the completed
survey by Friday, December 7, 2007.
The
Legislative Committee encourages you to fill out the survey and
submit it and to encourage other non-bargaining unit employees
to do the same, particularly since this is a unique opportunity
to provide feedback to a Congressional Oversight Committee
Chairman. Also,
your views will be helpful as IFPTE works with the Hill on the
proposed HCIII legislation.

Committee Update
The Data
Committee is assembling a data request in order to conduct
analysis of demographic disparities in ratings, performance
scores, and/or promotions for GAO staff. Currently, the committee
has put together a request, which is under review by IFPTE. The members of the Data
