Legislative Update: H.R.  5683 "GAO Act of 2008"

 

On April 9, 2008 the House Committee on Oversight and Government Reform deferred action on H.R. 5683, also known as the Government Accountability Act of 2008.  The Interim Council's Legislative Committee has learned that Congresswoman Norton would like to include an amendment to the bill that addresses her concerns regarding the lack of independence of GAO's Personnel Appeals Board. 

 

Chairman Davis’ staff asked the GAO Union to provide a letter indicating its position on the legislation.  On April 17, 2008, the Legislative Committee reiterated the GAO Union’s support for both pieces of legislation, first offered in comments on the proposed legislation in November 2007, and again in the union’s testimony on March 13, 2008.  The letter stated to both Chairman Davis and Congresswoman Norton that both measures are very important to the GAO Union and that it would be ideal if both efforts could move through the legislative process together, but if that were not possible, the GAO Union is ready to support the subcommittee’s efforts to process both pieces of legislation separately. 

 

The Interim Council's Legislative Committee reports that the bill now has 7 co-sponsors.  They will continue to seek additional sponsors to help facilitate the bill’s passage.

 

 

GAO Union Invited to Testify before the House Appropriations Subcommittee

 

The GAO Union will have its second opportunity to testify before a congressional committee on May 7, 2008.  Ron La Due Lake will testify on GAO’s Fiscal Year 2009 Budget and other financial matters before the House Appropriations Committee, Legislative Branch Subcommittee.

 

 

African American Performance Appraisal Study (AAPAS) Update

 

The Ivy Planning Group, LLC will brief members of the GAO Union’s AAPAS Committee on the results of its African American Performance Appraisal Study (AAPAS). The briefing is scheduled for April 30th, 2008 at 1:30 p.m.  If bargaining unit members have any specific questions they would like the Committee members to ask at this briefing, please forward them to Jacqueline Harpp at harppj@gao.gov.  Feel free to contact other members of the AAPAS Committee with any concerns you have as well.  Other members of the Committee include: Mary Crenshaw (EWIS), George Duncan (DCM), John Johnson (NRE), Angela Pleasants (PDP-Denver), and LaSonya Roberts (FMCI). As announced in the April 23 GAO Notices, two additional briefings for staff will be held on Wednesday, April 30 at 3:00 P.M. (ET) and Wednesday, May 7 at 10:00 a.m. (ET) in the GAO Auditorium. The GAO Union encourages members of the bargaining unit to attend one of these briefings.
