GAO Act
Passes House
The GAO Act, HR 5683, passed the House yesterday on a voice
vote. As we have
previously reported in the Communique, the GAO Act includes
retroactive pay provisions and minimum guaranteed pay increases
for future years, among other provisions. The provision that would
have included bonuses in calculating pensions was pulled because
of concern about how this provision would be funded. The bill
now moves on to the Senate, where both Interim Council
representatives and GAO management have been conducting outreach

Clarification on the Performance
Management Committee
In the last Communique we did not identify all the
members of the Performance Management Appraisal Committee which
will represent bargaining unit concerns during GAO's ongoing
assessment of the appraisal process. This committee includes members of the
Interim Council and the bargaining unit to ensure that we can
use the expertise that resides in GAO staff to address this
important issue. We
would also welcome any feedback from bargaining unit members on
performance appraisal issues to assist us in our efforts. The
committee includes:
Voting Members: Sonja Bensen
(FMCI-HQ), Scott Borre IT-ATL) Stakeholder in the Performance
Appraisal Assessment Group, Barbara Gannon (DCM-HQ) Chairman,
Gina Ruidera Hoffman (DCM-NFO), and Nancy
Zearfoss (PI-HQ) Stakeholder in the Performance Appraisal
Group.
Non-Voting Members: George Duncan
(DCM-HQ), Amy Friedlander (SI-HQ), and Dan Wexler
(IT-HQ).
