Urgent Action Needed to Stop

Indiana House Bills 1184 & 1274  

This Tuesday marks the last day that a bill can move from the Indiana House to the Indiana Senate in order to become law. Indiana House bills 1184 and 1274, if enacted could be damaging to the working families of Indiana.

HB 1184 -- Initially increases the threshold at which Common Construction Wage applies to a public works project to $300,000.  It then increases the threshold another 10% per year starting in 2006.  It effectively repeals the Common Construction Wage over the next decade.

HB 1274 -- Bans the use of Project Labor Agreements (PLAs) by government entities.  Prohibits pre-negotiated, pre-hire collective bargaining agreements that cover working conditions and standards on public building projects.  It effectively prohibits a government entity from negotiating with the Building Trades Councils.



Both HB 1184 and HB 1274 mean a partial repeal of the Common Construction Wage law!

We can’t let this happen!  Both of these bills will be up for a vote in the Indiana House on Tuesday, March 1!

As your constituent I am asking that you vote against Indiana House Bills 1184 and 1274.I oppose any efforts to drive down the wages of Indiana's construction workers. Efforts to increase the threshold for Common Construction Wage and to ban Project Labor Agreements (PLAs) are all serious attacks on the wages of construction workers and our families.

Studies have shown that such efforts do not lower construction costs. Any attempts to lower the wages of the most highly skilled construction workforce in the nation would be a blow to the workers of Indiana, our families, Indiana's tax base, and the Indiana educational institutions that trained this workforce.

I request that you vote "no" on both HB 1184 (Common Construction Wage Threshold) and HB 1274 (Bans Project Labor Agreements).
