Game of Chicken Nothing Short of
Treachery!
Republican leadership is choosing a risky game of "chicken"
and it is nothing short of treachery. As previously
reported, the rescission bill was to make it's way to the
governor for her consideration as per normal course of
action. It was to be considered like other budget bills in
the past. But what happened next is unprecedented.
In a move to tarnish the governor, republican leadership
decided to wage an all out political battle with the governor
and use paychecks of state employees as a pawn. The state
routinely transfers funds through a process known as
"issuing certificates of indebtedness". It typically
covers the bills owed through the end of the fiscal year
(June 30). This is done because the state typically must
pay out tax refunds and don't collect from those who owe
till later (the tax filing deadline). Republican
leadership is seeking signature of the bill they passed with
deep cuts before authorizing the issuing of the
certificates. The action would halt cash flow to state
agencies including schools. Yes, state workers will
not be paid on time and tax refunds will be held up. The
amount is significant at $225 million. Democrat leaders
say it is "inexcusable".
Time is of the essence and the bill has not even made it
to the governor's desk for review. Contact republican
leadership and tell them to get on with the business of
government and make sure we have the money to meet our
obligations.
