Time for H.R. 22

The House of Representatives is soon expected to take up H.R. 22, legislation to provide short term financial relief to the Postal Service by reducing the amount it must pay to pre-fund future retiree health benefits.

In order to expedite this passage, House leaders will seek to amend the bill to simply reduce the 2009 pre-funding payment from 5.4 B dollars to 1.4 B dollars. This would help the USPS avoid a cash short fall at the end of the fiscal year and give Congress more time to develop a long-term reform to the pre-funding provisions of the Postal Accountability and Enhancement Act of 2006.

The goal is to accurately calculate the Post Office liability for future retiree health benefits and to pre-fund it on a more reasonable and sustainable schedule.
