Holiday Pay

Contractual Holiday Pay will be in place for Thanksgiving, Christmas, and New Year’s Day.  For details on the contractual holiday pay, please see Section 3 of our contract.  There will be 5 days eligible for Thanksgiving Holiday Pay – the 2 days before at $50 each, Thanksgiving Day at $100, and the 2 days after at $50 each.  For December, there will be contractual holiday pay AND the NWA 2007 Holiday Reliability Plan for Flight Attendants.

Upcoming Contract Implementation Items

Reserve Magnet days are scheduled to be implemented in time for Thanksgiving, as well as Premium Pay Patterns (25% premium on designated patterns,) and a Time Available option for Unable to Commute and No Show should be in place by month’s end.  One Way Trades will soon be processed as open trades.  The Reserve AM/PM On-Duty Period is scheduled for early 2008 implementation and the new “Silo” Reserve Assignment process is scheduled for Spring 2008.

Change to One Way Trade Processing

Effective late November, One Way Trades (OWT) will be processed as "open trades," per the Agreement (6.25f.(2)).  OWT will be worked similar to how open board trades are processed.  For example:  The Flight Attendant giving their pattern will post the trip as a OWT in CENTRY.  The flight attendant seeking a OWT to add to their line will enter either a specific pattern number or generic syntax for their desired flying.  When OWT are processed during the Primary Line Adjustment Period (PLAP) and the Secondary Line Adjustment Period (SLAP), patterns will be awarded based on seniority and availability of trips posted as OWT.

The Mutual Trade Board in CENTRY will still be active, but it will no longer be necessary to "advertise" trips for OWT unless you choose to do so.  You can still arrange to give a specific Flight Attendant your pattern.  However, if a more senior flight attendant has a request entered for the pattern(s) being given, they will be awarded the flying first.   Please note, this is for same base trades only!  Processing of OWT between Flight attendants trading from different bases will not change.  Please see page 6.25 of the Agreement for more complete information about One Way Trades.

Performance Development Files

Members are encouraged to review their Performance Development files with your Flight Attendant Manager. Should you discover that there are Coachings, Levels, or IMAGE2 (uniform infractions) in your file without your knowledge, please notify Council 94 immediately.  Upon written request, flight attendants shall be furnished a copy of the full and complete contents of his/her Employment File (includes Base Employment File, Base Medical File, and Corporate Employment File.)  The duration of disciplinary records is contractual (Section 21.) At the time of review, items that are over 24 months old shall be removed, barring any similar occurrence during that period.

Critical Bidding Information

Please remember the December bid cycle has the potential to use Critical Bid Processing (CBP).  The most senior 25% of the Flight Attendants at each base are exempt from CBP.   If your SSN is 2755 or greater (more junior), you could be affected by CBP.  In this event, there would be two bid deadlines.  The first bid deadline for DTW is 0900 on Saturday, November 17.   If the bid run goes critical, there will be a second Critical Bid deadline for those in the critical range.  The second deadline is usually two days after the first deadline.   The date is not certain, however, and cannot be published until after the first bid deadline.

There are two bid screens – a regular bid screen that is used for regular bidding, and a critical bid screen for critical bids. If DTW does not use critical bid, the resolution deadline will be 5 days after the first bid deadline.  If DTW does go critical, the resolution deadline will be 5 days after the critical (second) bid deadline.  If you might be affected by Critical Bid, you will find bidding information and relevant parts of the SLIC manual published in the bid packet.  The SLIC manual is also available on the "Bid Resources" tab of the ATLAS homepage.

Be familiar with the differences between a "Partial Line" and "Short Line."   Partial Lines are awarded only in months with Critical Bid and are generally considered to be much less desirable than Short Lines.  Partial Lines are only awarded if specifically bid for using the PL syntax.  One notable difference with a Partial Line:  Partial Lineholders are not released from PLR days until a credit of 95:46 is reached!

Holiday Scheduling Issues

With the holidays right around the corner, now is the time to reacquaint yourself with the kinds of legality issues that can affect your line should you encounter weather delays, cancellations and/or rescheduling.  In 2006, short staffing around the holidays led to an overwhelming number of rescheduling contract violations and grievances for Lineholders and Reserves alike. The company has indicated that they feel better prepared for 2007 holiday season, with more workable staffing projections this year.  They expect holiday pay, RIA, PPP and new hire classes to decrease scheduling problems this year.  We encourage you to carry at least Sections 5 (Hours of Service) and 6 (Scheduling) on all trips (plus Section 7, Reserve, if necessary) to prepare for potential issues, if they arise.

Regular Lineholders should pay particular attention to Letter of Agreement 12, which is the contractual provision where a Flight Attendant who loses hours from his/her schedule, may be required to accept Time Available, in certain limited situations, following the declaration of a "Critical Period" by the CompanyFor details and specific contract language, please see page A.29 in the back of your green book.  In short, your rights under Side Letter 12 are as follows:

1.      You must be compensated at one and one-half times your hourly incentive rate for all additional hours flown as a result of assignment by crew scheduling.

2.      If you request it, the company must provide you Y1/F6 travel to and from your base for the assignment.

3.      You must have the option of selecting any open pattern that departs during the Critical Period.

4.      If you do not select a specific pattern from open flying, you must be assigned the lowest value open pattern.

5.      You may only be assigned a pattern that operates outside your Time Available obligation with your consent.

6.      With approval from crew scheduling, you must be released from the remainder of the assigned pattern if you transit a base station and the Critical Period has ended.

7.      You must be permitted to accept or decline any Time Availability remaining following the assignment of a pattern under this agreement.

Reserve Lineholders should pay particular attention to Section 7, H. Off-Duty Provisions, including the parameters for selecting Guaranteed Days Off (GDO) and replacement of GDO and PDO.   Guaranteed Day(s) Off are defined as "off-duty days on a Reserve Flight Attendant's line during which he/she can refuse an assignment, provided such assignment originates or operates over the Guaranteed Day Off."   Reserves Flight Attendants may select up to eight (8) GDO per bid month via CENTRY prior to 0000 of the first day of the bid month.  You may choose your GDO during any off-duty periods, but they must be consecutive and during the last days of a series of off-duty periods.   We expect to hear details of an arbitration settlement over GDO violations very shortly.

Many of you have reported auto-dialer and scheduling phone calls coming from unfamiliar numbers and/or unusual area codes.    Scheduling advises that they use the reservations phone system, and any open line is selected by the computer to make calls for notification.

Remember to ALWAYS ask for a Review of Crew Orders (6.17F) when you question the legality of an assignment or rescheduling from Crew Scheduling. Contact a Local 94 officer if you need to file a grievance for scheduling violations.
