Greetings,

The AAUP-AFT and the University administration have reached a tentative agreement that will alter the payment of the previously negotiated salary increases for academic years 2009-10 and 2010-11, but preserve the core missions of Rutgers University. We believe this was necessary in part due to the current economic crisis, but also because of political pressures from Trenton including explicit language in the Fiscal Year 2010 state budget bill.  That statute requires the University to achieve personnel related cost savings from all employees in order to maintain full state funding. It also requires a 3% cap on tuition and fee increases to access federal stimulus funds.

There will be no implementation of unpaid furlough days on bargaining unit members. We believe that this is crucial to maintaining our outstanding instructional and research programs. There will be no delays in salary increases for Teaching Assistants, Graduate Assistants, and Part-Time Lecturers. We expect that our academic units can now proceed with the hiring of PTLs and scheduling courses. 

The July 1, 2009 salary increase of 5.5% will be delayed in the following manner: 2.75% will be paid to every unit member on January 1, 2010 as a regular increase (formerly "across-the-board"), and the other 2.75% will be paid as enhanced increases (formerly "FASIP") on July 1, 2010. 

The July 1, 2010 salary increase of 5.5% will also be delayed in two equal parts. 2.75% of the July 1 increase will be delayed for six months to January 1, 2011 and would be split between regular increases (1.375%) and the enhanced increase pool (1.375%). The other 2.75% will be delayed until June 30, 2011 and would also be split between regular increases (1.375%) and the enhanced increase pool (1.375%). 

The union's Executive Council will meet this afternoon to consider the agreement. The AAUP-AFT will then send out ratification ballots to your home address with further details on the settlement and voting instructions.
