Dear [ Decision Maker ] ,

I am writing for your immediate action in the introduction and passage of PAID FAMILY LEAVE legislation before the legislative session wraps up this week.

The Assembly has introduced the legislation, A. 9245 Silver, John, Nolan and we are asking the Senate to do the right thing and cosponsor this legislation with its immediate passage!

This bill creates the paid family leave program. It is Governor Program Bill #28. This bill is a legislative priority of the New York State AFL-CIO. The program created by this bill provides for a 12 week paid benefit for either care for a family member with a serious illness or leave for bonding with a child in the first 12 months after birth or placement. The bill essentially creates a rider on existing Temporary Disability Insurance policies, or permits issuance of a stand alone policy to provide for the paid leave. The benefit is paid for by an employee contribution of no more than $.45 per week, collection in the same manner as Temporary Disability Insurance premium. The current maximum benefit is $170 per week. The bill takes effect 7/1/08. A Family Care Council is created, with labor representation, to oversee the new program. The Council is chaired by the Labor Commissioner.

This bill is the most significant new social legislation in half a century. The benefits available will greatly benefit working families in the future.
