Background Information

Stable child care is good for kids, parents and caregivers.

HB 1754 moves us a step forward in reforming components of child care subsidies to increase the efficiency of the system and the stability of children’s care.

In the current system small changes for a family can bump kids temporarily off programs - disrupting their care and parents' ability to work. Frequent reauthorizations of eligibility make extra work for providers who need to focus on caring for kids. Reliable, affordable, quality care is essential to holding on to a job and to looking for work in this precarious economy.

House Bill 1754 would convene a group of stakeholders - including parents and providers - to implement changes that will lessen the paperwork burden on providers through longer reauthorization periods, expansion of excused absences, and limits on the child care co-pay. Low-income families will have a wider range of affordable early learning opportunities and children will be more likely to experience the continuity of care they need.
