HB 3160 Disclosure on Out-Sourced State Contracts
An important bill, HB 3160, just passed out of the House Committee on Commerce and Labor, and I would like you to support it when it comes to the floor.
This bill requires the disclosure of information regarding state contracts--specifically where the work is to be done and what percentage of it will be sent offshore. It does not require disclosure of proprietary information from companies, nor is it onerous or expensive to fulfill.

Dear [ Decision Maker ] ,
An important bill, HB 3160, just passed out of the House Committee on Commerce and Labor, and I would like you to support it when it comes to the floor.
This bill requires the disclosure of information regarding state contracts--specifically where the work is to be done and what percentage of it will be sent offshore. It does not require disclosure of proprietary information from companies, nor is it onerous or expensive to fulfill.
Since 1994 there has been no disclosure law on the books, which means we simply don't know if 2% of state work is sent overseas or if it is a larger percentage. Disclosing this information will give you, as my representative, more information when setting economic policy.
Why is this important? Small business, which is an important engine in our economy, may be laying off employees because of offshoring. To be pre-qualified to bid on state contracts, businesses must make set price points. More small businesses cannot make the price points, while the majority of pre-qualified companies are offshoring some, if not all, of their work on state contracts. This unfairly favors larger corporations over small business, which tends to generate work in-state.
Of course, this issue is also of concern to employees and the citizenry. Employees want jobs, and citizens of our state expect that state contracts will benefit our economy. Tax savings from using offshored labor may not convince the citizenry of its value.
HB 3160 will give you and all of us more information so that we can make better decisions about our economic future. It does not mandate any action on that information. Please support it.
